Consumer Alert: Don’t be scammed by bogus charitable organizations

Board of Equalization Chairman, Jerome E. Horton, encourages potential charitable donors, interested in providing financial relief to the victims of the Boston Marathon and Texas fertilizer plant explosions, to beware of charity scams operating in the wake of these tragedies.
The fraudulent schemes involve a variety of tactics such as telephone solicitations as well as social media, email, and face–to–face requests for charitable donations. Individuals operating bogus charities operate by randomly contacting people by telephone to solicit money or financial information. Emails are also used to steer people to fraudulent websites to solicit funds, allegedly for the benefit of the affected victims. The fraudulent websites also mimic the sites or use names similar to legitimate charities.
Fraud also occurs when bogus organizations claim affiliation with legitimate charities to persuade members of the public to send money or provide personal financial information. Scammers are then able to use that information to steal the identities of the donors which is used to steal money that is intended for the victims.
Chairman Jerome Horton offers the following tips to help taxpayers who wish to make charitable donations to victims of the recent tragedies in Boston and Texas:
- Donate to qualified charities. Use the Exempt Organizations Select Check tool at IRS.gov to find legitimately qualified charities. Only donations to qualified charitable organizations are tax–deductible. You can also find legitimate charities on the Federal Emergency Management Agency Web site at FEMA.gov.
- Be wary of charities with similar names. Some phony charities use names that are similar to familiar or nationally known organizations. They may use names or websites that sound or closely resemble those of legitimate organizations.
- Don’t give out personal financial information. Do not give your Social Security number, credit card and bank account numbers and passwords to anyone who solicits a contribution. Scam artists use this information to steal your identity and your money.
- Don’t give or send cash. For security and tax record purposes, contribute by check or credit card or another way that provides documentation of the donation.
- Report suspected fraud. Taxpayers suspecting tax or charity–related fraud should visit IRS.gov and perform a search using the keywords “report phishing.” For more information about tax scams and schemes visit IRS.gov using the keywords “scams and schemes.”
Internal Revenue Service (IRS) furlough dates
Chairman Jerome Horton would also like to take this time to advise you that the IRS will close all of its public operations on five days through the end of August because of employee furloughs.
The IRS will be closed and almost all employees will be furloughed on May 24, June 14, July 5, July 22, and Aug. 30. As many as two additional furlough days may be imposed in August and September.
The closing will affect operations, including the IRS toll–free lines and taxpayer assistance centers. If you are conducting business with the IRS, please be advised of the aforementioned furlough dates to prevent any possible frustration.

APAIT Health Center Celebrates Mother’s Day with “Our Health, Our Power” or “Nuestra Salud, Nuestro Poder” A Free Health Fair for Women & Girls.
APAIT Health Center proudly kicks off “Our Health, Our Power” on Friday, May 10 to honor Mother’s Day. Free health check-ups and education will be provided. Participants will receive free blood pressure screenings as well as blood sugar, anemia and bone density evaluations. Women will also be given referrals to mammography services and free consultations with a medical provider. All participants will have the opportunity to schedule further follow-up care if needed. Free goodie bags will be given out while supplies last.
“As caregivers, women often put the needs of their families before themselves,” said Organizer Mayon Yen, “but we want to spread the word that women need to remember to care for themselves as well.”
APAIT Health Center promotes the good health and well-being of all women and girls because healthy women supports a healthy community. “Our Health, Our Power” women’s health fair is a positive step in improving women’s access to vital and preventive health education and services.
Community partners participating in the fair include the Los Angeles County Department of Public Health, Central Health Center; the Los Angeles County Department of Public Health, Office of Women’s Health; the American Heart Association; St. Vincent Medical Center; California Hospital Medical Center; and the Pico-Union Neighborhood Council.

Create a master job application: Save time and be ready whenever an opportunity comes up. Create a form with all of your up-to-date information,ensuringyou have checked it for accuracy, grammar and spelling. Make sure to include correct addresses, job titles, employers, termination dates , contact names and phone numbers. This will be your source document for all applications.
Meet new people: Everybody uses social media to find a job or new talent, but that doesn’t mean you can’t benefit from personal interactions. Reach out to your contacts and go to networking events and conferences in your field. Put together a short and compelling description of who you are and what you do. Tax Help Available For Those Facing Financial Hardship by State of CA Franchise Tax Board

Sacramento –4-3-2013, With the April 15 tax deadline looming, the Franchise Tax Board (FTB) today advised taxpayers who face financial hardship to contact FTB for assistance. FTB has many options to help taxpayers handle their tax bills.
FTB assists those with financial hardships by establishing payment plans and sometimes delaying collection activities. The number of taxpayers seeking relief through payment plans has remained the same as last year but has increased by 126 percent over the last five years.
File Your Tax Return
First and foremost, taxpayers should file their state tax return on time and pay what they can. This can reduce the penalties and interest down the road. FTB will send a Statement of Tax Due when a tax return is submitted without full payment. Once taxpayers receive that statement, they can begin to look at other assistance from FTB.
Payment Plans
FTB generally approves monthly payment plan requests if the balance owed is less than $25,000 and can be paid within 60 months. Liens are not typically filed on taxpayers paying their state tax through payment plans. Taxpayers can request payment plans online atftb.ca.gov by selecting “installment arrangement” under Online Services or by calling our automated phone line at 800.689.4776. Service is available in both English and Spanish.
Offer in Compromise
The Offer in Compromise (OIC) Program is for taxpayers who do not have, and will not have in the foreseeable future, the income, assets, or means to pay their tax liability. An OIC is an agreement between a taxpayer and FTB that settles the taxpayer’s tax liabilities for less than the full amount owed. FTB looks at the taxpayer;s income and assets to make a determination regarding the taxpayer’s ability to pay. Absent special circumstances, FTB will not accept an offer if FTB believes the liability can be paid in full as a lump sum or through an installment agreement. Help with State Tax Liens
If you have a state tax lien and are trying to sell or refinance your home, FTB can help. State tax liens must typically be paid before real estate can be sold or refinanced. If a taxpayer suffering a financial hardship is selling or refinancing a home for less than the loan balance, FTB can remove the tax lien to allow the homeowner to complete the sale. This can generally occur within two weeks of the taxpayer submitting the required documents. However, the tax lien remains in effect on any other property the taxpayer currently holds or later acquires. For more information go to ftb.ca.gov and search for “Lien.”

State of CA Franchise Tax Board Reports Statewide Median Income Up In 2011

Sacramento – April 2, 2013, The statewide median income for all 2011 individual tax returns was $34,684, an increase of 2.2 percent over 2010’s median income amount. For joint returns, the statewide median income was $68,122, an increase of 3.6 percent over 2010, according to the Franchise Tax Board (FTB).
“Median income” is the point where one half of the tax returns are above and one half is below the midpoint of the range of values. Median income represents the income reported by a typical California individual or couple.
Californian taxpayers filed 15.8 million 2011 state income tax returns, reporting $1.1 trillion of adjusted gross income. This is an increase of 5.7 percent from tax year 2010 figures. Adjusted gross income is a tax term that means the total income increased or reduced by specific adjustments, before taking the standard itemized deduction.
Over the past 40 years, the Bay Area counties of Marin, San Mateo, Santa Clara, and Contra Costa have consistently reported the highest median incomes. Marin County still has the highest median income for joint returns, reporting $120,170, an increase of 5.4 percent over 2010. Santa Clara County ranked second with $103,019, while San Mateo County ranked third with $102,793 and Contra Costa County ranked fourth with $89,924.
Los Angeles County taxpayers filed 25.4 percent of all 2011 income tax returns in California. They reported median incomes of $30,255 for all individual returns, and $58,859 for joint returns, ranking 38th and 26th respectively.
The largest percentage gain in median income for all counties was 8.2 percent, reported in Alpine County. For joint filed returns the largest increase was in Trinity County, with a 7.0 percent increase.

Mayo Clinic Expert Says Early Screening for Colorectal Cancer is Key to Successfully Treating the Disease

ROCHESTER, Minn. — March 14, 2013, March is awareness month for colorectal cancer, the second most commonly diagnosed cancer among Hispanics. The disease shows alarming figures among the Hispanic community, being the second main cause of death by cancer in men and third in women. Approximately 5,900 and 4,800 Hispanic men and women — respectively — are diagnosed with the disease annually, and about 1,900 men and 1,600 women die as a result, says the American Cancer Society. The disease, however, can be completely cured when detected in time.
Early screening is the key to successfully treating and stopping the progression of colorectal cancer. Screening tests can determine the presence of cancer in people without symptoms of the disease. Maria Vazquez Roque, M.D., gastroenterologist at Mayo Clinic in Florida, says, “Early screening is the key to identifying polyps or lesions in the colon in initial stages, before they reach an advanced stage.”
Recommendations include regular screening tests for people 50 and over, or earlier for those with a family history of the disease.

Several tests to screen for colorectal cancer are available, including colonoscopy, virtual colonoscopy, fecal occult blood, flexible sigmoidoscopy with barium enema, and the soon-to-come stool DNA test. Colonoscopy is currently the most frequently used test, and it enables the removal of polyps before they turn into cancer.
Under the lead of David Ahlquist, M.D., gastroenterologist, Mayo Clinic has developed, along with Exact Sciences Inc. of Madison, Wisconsin, a new screening test for colorectal cancer: the stool DNA test that does not involve any invasive procedure or bowel preparation. The test has proven to be very accurate for identifying precancerous polyps and early stage colorectal cancer. “Due to its benign characteristics, this highly accurate test can improve participation rates among patients,” says Dr. Ahlquist. “This is a non-invasive test that requires no bowel preparation, medication restrictions or diet changes. It can be done with mailed samples, sparing the need, expense and inconvenience of a physician visit. If positive results are obtained, the next step is a colonoscopy to remove the polyps and prevent the future development of cancer.” The stool DNA test is expected to be clinically available in the second half of 2013.
The risk of developing colorectal cancer increases with age, but studies indicate that increased incidence of colorectal cancer is closely linked to lifestyle. A sedentary life and a low fiber or high-fat diet can increase the risk of developing colorectal cancer. “Lifestyle changes are important to prevent the development of colon polyps that can potentially turn into colorectal cancer. Not smoking, keeping a healthy weight, eating a balanced diet with fiber and exercising are all important,” adds Dr. Vazquez Roque.
Scientific research has also looked at patients who already have metastatic colorectal cancer. An international clinical trial showed that the drugregorafenib has stopped the growth of tumors and extended the life of these patients. Axel Grothey, M. D., oncologist at Mayo Clinic and the lead researcher in the U.S. says: “For years, patients with metastatic colorectal cancer have faced a devastating impasse when standard chemotherapies have failed to halt the growth of tumors and physicians have run out of effective drugs to offer them. This is the first novel agent in eight years to show improvement in overall survival of colon cancer patients who have run out of treatment options.”

Customers Reminded to Reset Clocks and Timers to Save Water, Power and Money
LOS ANGELES — With Daylight Saving Time beginning at 2:00 a.m. on Sunday, March 10, 2013, LADWP reminds customers to turn clocks forward and reset lighting timers, programmable thermostats and sprinkler timers.
In the City of Los Angeles, outdoor watering is restricted to hours before 9:00 a.m. and after 4:00 p.m. Customers should note the change in time and adjust their automatic sprinkler timers accordingly. With spring and summer approaching, and the accompanying warmer temperatures, LADWP encourages customers to be mindful of their water use, both indoors and outdoors.
LADWP also encourages customers to reset their lighting timers to turn on only after daylight hours and to remain lit only as long as necessary. Energy efficient compact fluorescent light (CFL) bulbs and long-life LED lights are recommended for installation wherever possible. CFL and LED lights may cost a little more at the outset, but they use less electricity, last longer and save customers money in the long run.
The time change presents a valuable opportunity for LADWP customers to review their energy and water routines at home and in the workplace to seek out efficiency opportunities. LADWP to Replace 99-Year Old Pipe, Requiring Full Use of Street for Construction. Limited through Traffic Reduced to Evening, Overnight Hours and Sundays.
LOS ANGELES (March 4, 2013) – The Los Angeles Department of Water and Power (LADWP) will be replacing a portion of the City Trunk Line, a 60-inch diameter pipeline that runs along Coldwater Canyon Avenue between Mulholland Drive and Ventura Boulevard, necessitating closure of the major Valley to Westside pass from March 23-April 25 to allow the full use of the street for construction equipment and crews. The LADWP is replacing the 99-year old pipe in sections with new welded steel pipe as part of an ongoing citywide upgrade to major pipelines that cross the city to ensure reliable service and to comply with federal water quality regulations.
Starting March 9th, no left turns will be allowed onto Ventura Blvd from Coldwater Canyon north and south bound as crews prepare for construction.
Closures begin Saturday, March 23, and are scheduled to continue through Thursday, April 25. The hours of closure are Monday through Friday, from 8:30 a.m. to 7 p.m. and Saturday from 8:30 a.m. to 6 p.m. After 7 p.m. each night (6 p.m. on Saturdays), and all day Sunday, one lane in each direction will be open for traffic.

“This is a vitally important project to ensure the continued safety and reliability of our drinking water,” LA City Councilmember Paul Krekorian said. “I know how difficult it will be to drive through the area during this time, which is why I would urge all of us to find alternate routes during construction. While crews are working to repair this pipeline, my office will ensure that residents, businesses, schools and drivers are kept informed about this project and we will work with all city departments to ensure this is done as safely and efficiently as possible. I thank you in advance for your patience and cooperation.”
“This is an important improvement, but it poses an impact and a challenge. LADWP needs to get this job done as quickly and safely as possible,” added LA City Councilmember Tom LaBonge.
“Coldwater Canyon Avenue is one of our key trans-mountain routes, and there’s no question its month-long daytime closure will be a hardship to residents and commuters. But the water trunk-line replacement work’s got to be done, and I’m confident that people will cooperate with patience and understanding, with a final result that we can all be proud of,” said LA County Supervisor Zev Yaroslavsky.
In 2009, the City Trunk Line ruptured at Coldwater Canyon and Ventura Boulevard, causing flooding of area residents and businesses. Cost of repairs was over $700,000 and claims totaled nearly $8 million. Water loss was estimated at four million gallons.
Details of the closure were discussed earlier today at a morning press conference near the site of the 2009 rupture with Los Angeles City Councilmember Paul Krekorian, who represents the area, joined by Councilmember Tom LaBonge and Los Angeles County Supervisor Zev Yaroslavsky.
A representative from the City Department of Transportation also discussed traffic mitigation plans that include electronic signage, traffic control officers, new striping to guide motorists through the area.
Motorists are urged to avoid the area during the closure and take alternate routes, including: Laurel Canyon Blvd.; Beverly Glen Blvd., Sepulveda Blvd., Cahuenga Blvd./Highland Avenue and Interstate 405. During peak commuting hours, Coldwater Canyon carries approximately 1,300 vehicles per hour.
The LADWP has worked closely with Councilmember Krekorian and his staff, as well as community groups and others, to ensure that their concerns and issues are addressed to the extent possible.
Special access permits will be issued to area residents and schools, including Harvard-Westlake, and other facilities along Coldwater between Mulholland Drive and Ventura Boulevard. The actual construction zone is from Dickens Street to Hacienda Drive, where most of the work will occur.
“This project poses particular challenges – on an engineering level and for how to mitigate impacts for those who live, work or travel through this area of the City,” said James B. McDaniel, Senior Assistant General Manager, Water System. “The quality and reliability of your water service is our priority at the LADWP, and we are going to work as quickly and safely as possible to get this job done. LADWP Awards $765,000 in Grants to 17 Non-profits for Conservation Outreach to Hard-to-Reach Customers

Selected Non-profits to Receive $45,000 Grants for Energy and Water Conservation Awareness.
LOS ANGELES – The Los Angeles Department of Water and Power (LADWP) announced today that it has awarded $765,000 in grants to 17 local non-profit organizations to promote energy efficiency and water conservation.
The Los Angeles-based organizations will each receive a $45,000 grant to creatively reach diverse communities, encouraging them to reduce their energy and water use to benefit the environment and help lower their utility bills. The selected grant recipients will target a broad cross-section of residential and commercial customers, and are spread across all City Council districts. They will reach communities through multiple languages including English, Spanish, Armenian, Korean, and Tagalog, among others.
“LADWP has long needed to do a better job reaching non-English speaking and underserved communities and last year, with federal funding provided through the American Recovery and Reinvestment Act we began to do just that. We were very encouraged by the results, and this year we’ve extended the program with Department funds to build on our success and spur more of our customers to conserve power and water,” said LADWP General Manager Ronald O. Nichols.
“The conservation partnership grants are one part of a comprehensive package of energy efficiency and water conservation programs offered by LADWP and will help meet the Department’s goal of reducing energy consumption among customers by at least 10% by 2020 and further increase water conservation by customers. This year, LADWP has more than doubled its budget for energy efficiency to help more customers save power.
In the first round of the program, 32 federally-funded grants totaling $1.415 million were awarded to LA-based non-profits. These funds supported outreach projects that directly involved over 75,000 residential and business customers. In addition, about 17,500 customers participated in more intensive workshops or training sessions. Many of the community-based organizations that received the first-round grants in fiscal year 2011/12 now incorporate energy efficiency and water conservation into their ongoing outreach and education efforts.
This year, the program is expected to achieve similar results and will track and quantify energy and water savings achieved through the outreach. Projects will be completed within one year.
